Project Update Meeting Notes – May 23rd
Access:
Duininck is drying out material from recent rain. They'll clean up the south
Wilson Circle access path if needed.
Work Completed:
- Water/sewer installed on Lyon St. from Eisenhower to Wilson Circle.
- Storm sewer completed from the creek to Eisenhower.
- Spray foam and coating finished at the WWTF splitter structure.
Coming Up (Next 2 Weeks):
- Continue water/sewer work on Wilson Circle.
- Start force main install on Lyon St. (next Tuesday).
- Backfill around splitter structure.
Ongoing Work:
- Splitter structure parts ordered.
- Waiting on parts for valve support and bolt replacements.
- Sloped floor to be poured at Grant St. lift station.
- Sump line at 604 Lyon to be tied in by private contractor.
- Existing water main removal under discussion.
- Drain tile NW of City Shop still needs connecting.
- Casting still needed at INT #26.
Other Notes:
- Tree at 100 Eisenhower to be removed.
- Mailboxes/street signs will be relocated.
- Grass restoration from fall hydrant work under review.
- Residents: please mark irrigation lines. Unmarked lines will be flagged if found.

Construction Update May 12, 2025:
- Crews worked on E. Lyon and Wilson Streets, installing new sewer pipes and connections
to homes.
- Sewer lines were connected at multiple points; Wilson Street remains accessible.
- Another crew connected sewer lines on Eisenhower Street and removed old pipes no
longer needed.
- A pipe was accidentally damaged but has been fully repaired.
- Crews asked about proper installation and were guided by engineers.
- Street signs were removed and saved during work.
- Water shutoff was coordinated for connecting new water lines; residents were notified.
- A special foam coating was added to a new structure for insulation.
- DGR and Lyon County coordinated recycling pickup—roads must stay open by Tuesday
nights.
Construction Update May 13, 2025:
- Crews connected new and existing water mains near E. Lyon & Eisenhower.
- Water was shut off from 8:15 AM to 2:15 PM (3:15 PM for the Golf Club); now fully
restored.
- A water line and a force main were damaged during digging—both were repaired.
- An old, unused pipe was found and safely sealed.
- 48' of 6” and 50’ of 4” water main were installed with proper spacing from sewer
and storm lines.
- A power line was hit; Otter Tail will repair it after storm sewer work is done.
- Crews also installed new water service to 607 E. Lyon Street.
- Surveyors marked storm sewer locations and collected elevation data.
Construction Update May 14, 2025:
- Crews repaired another force main leak, likely from previous equipment damage.
- Water main installation continued at Wilson & E. Lyon, including new valves and a
fire hydrant (relocated slightly for safety).
- New water services were installed at 605 E. Lyon.
- Crews resumed storm sewer work, installing 40' of large pipe with careful adjustments
near existing utilities.
- A power pole removal plan is in progress with Otter Tail Power.
- A new water main leak was found and fixed near the Golf Club. DGR was not notified
when it happened.
- There was a material mix-up on a water valve; the City is coordinating needed parts.
- The new water main was filled and chlorinated for testing—flushing and samples will
happen Friday.
Construction Update May 15, 2025:
- Morning rain (0.14”) created muddy conditions, limiting work on Lyon Street.
- One crew worked on Wilson Street, installing 140 feet of 6" water main south from
STA 52+80 to 54+20.
- Wet soil and groundwater were encountered near 105 Wilson Street. Crews stabilized
the trench with rock and sand, then backfilled and cleaned the roadway.
- A pressure test on the new water main from STA 22+86 to 26+33 passed successfully
at 153 psi over two hours.
- Water quality samples will be collected on Friday, May 16 for lab testing.
- Soil density testing was postponed due to wet conditions; testing is now planned
for early next week when the roadway is dry.
Construction Update May 16, 2025:
- Wilson Street Water Main:
- Installed 90 feet of 6” water main south of STA 54+20.
- Set a 6” gate valve at STA 55+11 and a hydrant assembly at STA 56+76.
- Minor alignment changes were made with DGR approval to improve installation.
- Thrust blocks, tracer wire, and drainage rock were installed per spec.
- Compaction was completed using a sheepsfoot roller.
- E. Lyon Street Storm Sewer:
- Installed 126 feet of 36” reinforced concrete pipe (RCP) from STA 30+25 to STA 28+96.
- INT#1 structure installed and backfilled at STA 28+96 – 32 LT.
- Further storm sewer work was paused due to force main conflicts.
- Sanitary Sewer Service Installed:
- 100 Eisenhower Street – 30 feet of 4” PVC sanitary service installed.
- Duininck plans to continue utility work next week, including remaining water main
installation in Wilson Circle and storm sewer once conflicts are resolved.
These daily reports highlight work completed from 05/05/25 to 05/09/25.
Completed work:
- Remaining City Wastewater Treatment Facility work has been completed. The Contractor
replaced all plug valves, installed bypass piping near Control Structure #1, and
set the new splitter structure with riser pipes.
- Water main installation is complete to approximate STA 26+35. This segment has passed
pressure and bacteriological testing requirements.
- Sanitary sewer installation is complete on E. Lyon Street through the Wilson Street
Intersection.
Upcoming work:
- Duininck plans to connect newly installed water main to the existing water main near
the intersection of Eisenhower Street and E. Lyon Street.
- Storm sewer installation is to occur through the 600 block of E. Lyon Street.
- Following storm sewer install, the crew plans to install permanent water and sewer
services on the 600 block of E. Lyon Street.
- Another Duininck crew will continue to install water and sewer main lines to the
South on Wilson Street.
Daily construction reports for the E. Lyon Street Improvements Project. These daily
reports highlight work completed from 4/29/25 to 5/2/25.
Completed work:
- Water main near the intersection of Eisenhower and E. Lyon Street was successfully
cut and capped.
- Water main and sanitary sewer main installation is complete in the greenspace to
the East of 607 E. Lyon Street (approximate STA. 95+80 to STA 96+95).
- Sanitary sewer main on E. Lyon Street is installed to approximate STA 26+90. During
sanitary sewer install, Duininck installed SMH #6, #7, and #8.
- Bypass piping at Control Structure #1 at the City’s wastewater treatment facility
is completed and functional.
- The 16” Plug Valve located in Control Structure #3 feeding Primary Pond #2 has been
replaced. Duininck has replaced a total of 2 plug valves, with the other located
in Control Structure #4.
Upcoming work:
- Duininck plans to return to the intersection of Eisenhower and E. Lyon Street tom
complete water main installation in the area. The Contractor intends on installing
water to catch up to the installed sanitary sewer progress. Once caught up, the Contractor
will continue West with sanitary sewer and water main installation to just east of
the intersection of Wilson Street and E. Lyon Street. Duininck has indicated that
once water and sewer main are to Wilson Street, they will return to the eastern project
limits to install storm sewer.
- The new splitter structure is to be set this week with the extra crew the Contractor
has on-site.
- Duininck plans to complete the replacement of the remaining 16” plug valves and supports
this week.
Daily construction reports for the E. Lyon Street Improvements Project. These daily
reports highlight work completed from 4/22/25 to 4/28/25.
Completed work:
- Inlet protection products have been installed on inlets within the Phase 3 project
area.
- Asphalt milling has been completed for Phase 3 of the project, including E. Lyon
Street from the eastern project limits to Grant Street intersection (milling stopped
just east of the intersection) and Wilson Street. Duininck hauled millings to the
salvage lot north of the City.
- Sawing has occurred for all Phase 3 pavement removals. Driveways have been removed
from properties on the 600 block of E. Lyon Street. Portions of concrete curb and
gutter have been removed from the southern end of Wilson Circle.
- Duininck completed storm and sanitary sewer near the city maintenance shop. During
this activity, the Contractor removed the shop’s septic tanks and hooked services
up to the newly installed sanitary sewer. The only remaining work in this area is
a drain line connection from the property to the West to the new storm line.
- Duininck recompleted the replacement of the 16” plug valve at Control Structure #4.
Upcoming work:
- A water shutdown occurred today to cut and cap the existing water main in three locations
near the intersection of Eisenhower and E. Lyon Street. Doing so will allow for the
Contractor to restore water to residents while other utilities are installed. One
temporary service had to be installed to 607 E. Lyon Street to maintain water to
the property.
- After abandoning the water main in the intersection, the Contractor plans to begin
installing water and sanitary sewer on E. Lyon Street, starting at the east project
edge and working west. During this time, portions of E. Lyon Street and its intersections
within the project area will be inaccessible. Open trenches will be backfilled as
work progresses, areas of work will be reopened to access once backfilled and compacted.
- Duininck plans to have another crew on-site later this week to work on the Control
Structure #1 bypass line and splitter structure.

Lyon Street Project
- Construction in the vicinity of 6th street and Grant is scheduled for to start on
14 Oct and is scheduled to conclude by end of Oct 2024. This time period will restrict
traffic flow; IMPACT: The upgrade of this sewer line will facilitate gravity flow
and integration of Lyon street sewer to Grant Lift station
- Next Lyon Street Improvement project meeting is 21 Oct, 1 PM at City Community Center

- Construction work will only be on Mondays to Fridays, from 7AM to 7PM
- If you are mobility challenged resident on Lyon street or require any special assistance

- Tree Trimming on E. Lyon Street is scheduled for late October, trees will be marked
by Keck Tree Service will be cut down to 1 foot.
