Minneota E. Lyon Street Improvements — Weekly Update (August 25–29, 2025)
At a glance
Service installations continued on Lyon St. and Grant St. for Phase 4: multiple sanitary (4" & 6") and water (1" & 1.5") services were completed for homes and businesses.
Tree-saving relocation: Both water and sewer services at 401 Lyon were relocated at the owner’s request to protect a boulevard tree; old services abandoned.
Separation & insulation: Where vertical clearance was tight, crews placed insulation between water and sewer (e.g., 103 Grant, 104 Grant, 404/408 First, and the car wash).
Shared line resolved: The previously shared sanitary for 402 Lyon & 104 Jackson was separated; both now run independently to the main.
Quality & methods: Tracer wire with ground rods installed on water services; bedding compacted with plate packer/excavator attachment.
Utility coordination: Minor third-party utility conflicts were handled and reported (CenturyLink line at 109 Grant; unmarked power near 104 Grant; Internet line near 413 Lyon).

Minneota E. Lyon Street Improvements — Weekly Update (August 18–23, 2025)
At a glance
Heavy rain impacts: ~3.0" of rain Sunday night (8/17) and 0.5" early 8/22; crews pumped standing water and reshaped roads ahead of additional weather.
Sanitary sewer (Lyon St., west of Grant): Installed ≈351 LF of 8" PVC, set SMH #1 (~STA 10+56), and tied into the existing main; multiple new 8"×4" service wyes added (e.g., 410, 408, 406, 405, 404, 403, 401 Lyon; shared service for 104 Jackson/402 Lyon).
Water system: Completed the west-end water-main tie-in on Lyon (east of Jackson) on 8/23 with 42 LF of 8" PVC and four 45° bends; system flushed afterward.
Storm adjustments: Removed ≈305 LF of conflicting storm pipe and one storm structure; discovered an additional 15" RCP feeding a structure near Hwy 68—connection planned.
Access & coordination: Asphalt millings placed to create a walking path at Grant & Lyon for an in-home daycare; service locations adjusted at 401 Lyon (to protect a tree) and 408 Lyon (stub moved to lot center).
Testing & compliance: Trench density tests taken on Lyon/Grant (some Grant spots to be reworked due to groundwater). Weekly stormwater inspection (8/23) reported no issues and no corrective actions.

Tue, Aug 19: Scraped/stockpiled wet material; installed 101 LF of 8" sanitary west of SMH #2 (temp tie at ~STA 12+78). Set service wyes at 410, 405, 408, 403 Lyon. Created asphalt-millings walking path at Grant & Lyon for daycare/school start. Flushed Grant St. water main; Bac-T sampling planned.
Wed, Aug 20: Installed 166 LF of 8" sanitary to ~STA 11+12; wyes at 406 and 401 Lyon; abandoned two old services (incl. 408 Lyon). Shaped Lyon ahead of forecast rain.
Thu, Aug 21: Installed SMH #1 (~STA 10+56) and 84 LF more of 8" sanitary; connected to existing main; removed 80 LF storm pipe and one storm structure near STA ~10+34; identified extra 15" RCP feeding that structure (Hwy 68 intake). AET densities taken on Lyon/Grant—some Grant locations failed and will be addressed.
Fri, Aug 22: ~0.5" morning rain; utility work paused. Planned water-main tie-in for Saturday.
Sat, Aug 23: Completed water-main tie-in east of Jackson: added four 45° bends and 42 LF of 8" PVC, adjusted depths to pass under future storm; flushed main. Installed 8 LF of 4" sanitary to route the 402 Lyon/104 Jackson service past the water main.
Stormwater & safety
Weekly inspection (Aug 23): Inspector certified; no unstabilized areas, no tracking, all inlets protected, no discharges, and no corrective actions. BMPs maintained throughout pumping and tie-in work.

Minneota E. Lyon Street Improvements — Weekly Update (August 11–15, 2025)
At a glance
Grant St. sanitary sewer: Main extended to the south and SMH #10 set at ~STA 46+12; multiple property services reconnected (104, 107, 105, 103 Grant; car wash and body shop). The body shop’s line was located and tied in via an 8"×4" wye with 22 LF of 4" PVC.
Lyon St. sanitary sewer: Installed ≈291 LF of 8" PVC west of Grant, including SMH #2 (~STA 13+79), with several new 8"×4" service wyes (e.g., 416, 414, 413, 411, 409, 407 Lyon; 404/408 First). Groundwater encountered near STA ~16+50—well and pump set to manage flows.
Water system: New hydrant installed mid-block on Grant with valve/lead adjustments; three gate valves installed at Grant & Lyon. Pressure test passed for water on Grant; bacteria tests passed for the Lyon segment west of Grant.
Storm & site: Select storm pipe and one structure removed where they conflicted with new sanitary; driveway gravel ramps placed where curb/drive has been poured; excess material hauled to the City’s site.
Testing & compliance: Sanitary deflection, manhole vacuum, and tracer-wire conductivity tests all passed on multiple Lyon/Wilson segments (8/15). Weekly stormwater inspection (8/15) reported no issues and no corrective actions.
Daily summary
Mon, Aug 11: Installed 233 LF of 8" PVC sanitary south of SMH #9 on Grant; set and temporarily tied services at 104, 107, 105, 103 Grant and the car wash; verified/abandoned an old 6" clay service. Began troubleshooting the body shop service location with the City’s jetter. Took new Bac-T samples on Lyon (west of Grant). Progress meeting at 2:00 p.m.
Tue, Aug 12: Set SMH #10 (~STA 46+12) and installed 24 LF of sanitary to complete the Grant main. Located the body shop service; cut in an 8"×4" wye and installed 22 LF of 4" PVC (depth ~8' at ROW). Installed a hydrant mid-block on Grant (shifted 3' south, 1' east); set a 6" valve; tracer wire and rock base placed. Bac-T PASSED for the Lyon water main west of Grant. Hauled excess material from Lyon.
Wed, Aug 13: Began Lyon St. sanitary at ~STA 16+72; installed 140 LF to ~STA 15+32 with service wyes at 416 Lyon and 413 Lyon. Managed groundwater with a well/pump near STA ~16+50. Removed conflicting storm pipe and a storm structure (~STA 15+45). Gravel ramps placed for driveway access.
Thu, Aug 14: Installed 151 LF more of 8" PVC on Lyon and set SMH #2 (~STA 13+79). Added wyes for 411, 414, 409, 407 Lyon and 404/408 First (City-approved 8"×6" wye for the shared line). Removed additional storm conflicts and installed three water gate valves at Grant/Lyon. Evening heavy rain/tornado warning—work ended early.
Fri, Aug 15: No new utilities due to prior night’s storm; crews pumped water, cleaned up, and performed testing. All tests passed (sanitary deflection, manhole vacuum, tracer-wire conductivity). Weekly stormwater inspection reported no issues.

Minneota E. Lyon Street Improvements — Weekly Update (August 4–9, 2025)
At a glance
Water system: ~750 LF of new water main installed this week (8" on Lyon; 6" on Grant). New hydrants set on Lyon (near STA ~13+31 LT) and at the south end of Grant; fittings wrapped, thrust blocks placed, and tracer wire installed.
Testing: Pressure test passed (Lyon—from Grant to ~STA 10+25) on Aug 5. Bacteriological test failed for the Lyon segment on Aug 8; the main will be flushed and retested early next week.
Sanitary sewer: Installed ≈252 LF of 8" PVC on Grant St., set SMH #9 (shifted ~3' north to improve a service connection), and reconnected services at 415 Lyon and 109 Grant using 8"×4" wyes; added 4 LF insulation at a water/sewer crossing.
Site & safety: Pumped after a 1.0" rain (Aug 6); post-rain and weekly stormwater inspections reported no issues or corrective actions. One overhead power line arced near equipment on Aug 6; the utility repaired the line Aug 7.
Roadway: Grading/shaping continued on Lyon (Wilson → Eisenhower) and Wilson south of Lyon; Grant St. graded and temporarily closed while sanitary work proceeded.

Mon, Aug 4: Continued 8" water main on Lyon from ~STA 12+57: 165 LF installed plus a 22.5° bend at ~STA 10+92, another 28 LF, and a temporary blow-off. Installed a hydrant lead and 6" valve to set a hydrant near STA ~13+31 LT (moved 1' north to avoid fiber). Existing hydrant removed at ~STA 13+22. Inlet protections placed where curb/gutter is poured; homeowners at 401 Lyon coordinated to shift future services to save a boulevard tree.
Tue, Aug 5: Installed 200 LF of 6" water main south on Grant (from ~STA 41+16 → 43+16). Pressure test passed on Lyon (Grant to ~STA 10+25). Shaped Lyon ahead of forecast rain.
Wed, Aug 6: Pumped 1.0" rainfall from Lyon, then installed 217 LF more of 6" water main on Grant, including a 6"×6" tee (shifted 3' south for pole clearance). Evening incident: excavator got within ~1' of an overhead power line; line arced—utility confirmed a local shutoff and scheduled repairs. Flushed the Lyon main; Bac-T sampling planned.
Thu, Aug 7: Installed 68 LF additional 6" main on Grant and a 6"×6" tee at ~STA 46+31; set a 6" valve and hydrant (used a capped stub as a plug and rodded it to the tee). Encountered groundwater (~STA 45+25 → 46+30): used rock bedding and jumping-jack compaction; removed an abandoned storm culvert north of Hwy 68. Motor grader shaped Lyon (Wilson → Eisenhower) and Wilson south of Lyon. Utility crew spliced the damaged power line. Homeowner at 110 Wilson reported interior drywall cracking—info forwarded to the contractor.
Fri, Aug 8: Began 8" sanitary main on Grant south of SMH #3 (~STA 41+03 → 42+43, 140 LF), with temporary tie-in overnight and 4 LF insulation at a water/sewer crossing. Installed an 8"×4" wye and 5 LF of 4" PVC to reconnect 415 Lyon (depth ~9' at ROW). Bac-T failed on Lyon west of Grant; flush & retest planned.
Sat, Aug 9: Continued 8" sanitary on Grant (112 LF) and set SMH #9 (shifted ~3' north to improve service connection to 113 1st St. (car wash)). Reconnected 109 Grant via 8"×4" wye (temporary stub/corrugated link) and temporarily reconnected the car wash; Grant St. closed with barricades for the weekend; trench protected and road graded before leaving.

Aug 6 Post-rain inspection (1.0" event): Inspector certified; no unstabilized areas, tracking, unprotected inlets, or discharges; no corrective actions.

Concrete work progressed: fillets poured at Eisenhower/Lyon and Wilson/Lyon; curb & gutter placed around multiple storm inlets; 6" driveways poured on Wilson (100–116) and Lyon (600–608); full-drive replacements at 604 Lyon and 102 Wilson.
Water system: Planned cut & cap and shutdown on 7/30 (8:00–9:30 a.m.); homes connected to temporary water on Lyon/Grant; tie-in at Grant & Lyon completed 8/1 with adjustments to match existing elevations (fittings wrapped; tracer wire installed).

Wed, July 30: Hess poured 6" driveways on Wilson (100, 101, 103, 104, 105, 106, 108, 110, 112, 116 Circle); sawcut and barricaded; residents notified to stay off 1 week. Duininck completed cut & cap at Grant/Lyon (shutdown 8:00–9:30 a.m.), connected homes to temporary water, installed 23 LF + 28 LF of 8" sanitary, and set SMH #3 (~STA 17+02) with temporary ties north/south.
Thu, July 31: Hess poured 6" driveways on Lyon (600–608); formed/rebarred full replacements at 604 Lyon and 102 Wilson. Duininck installed temporary sanitary north of SMH #3 (≈47 LF of 8" PVC) with an 8"×4" wye at 418 Lyon; set up a water-main adjustment under future storm on Grant (multiple 45° bends), swabbed with chlorinated water; temporary water provided to the car wash and 104 Jackson while troubleshooting service routing.
Fri, August 1: Hess poured full driveways at 604 Lyon and 102 Wilson (pump truck). Duininck completed the water-main tie-in at Grant & Lyon (existing main found 1.30' higher than plan), then installed 88 LF of 24" RCP on Lyon toward Grant.
Sat, August 2: Installed new 8"×4" sanitary wye and 13 LF of 4" PVC for 418 Lyon; capped prior wye. Set STMH #28 (relocated ~6' south), tied into 12" RCP with a concrete collar, set STMH #16 at Grant/Lyon, and installed additional 24" RCP to connect structures. Second crew placed fill and topsoil behind curb/gutter on Lyon (Wilson → Eisenhower).

7/28 Post-rain inspection: Certified inspector; no unstabilized areas, no tracking, no discharges, no corrective actions.
8/2 Weekly inspection: One unprotected inlet noted and covered before leaving; otherwise no issues or discharges. Traffic control and resident access maintained during shutdowns and driveway work.

At a glance
Services complete on Lyon (Wilson → Grant): Installed 74 LF of 4" PVC sanitary and 43 LF of 1" poly water services (504 & 502 Lyon). Trench density tests at multiple locations passed.
Water main cut & cap: Abandoned the existing Lyon St. main (Grant ↔ Wilson) after a planned shutdown (8:00–~9:00 a.m., affected block: Grant south of Lyon).
Storm sewer progress: Installed ≈475 LF of 24" RCP this week plus 31 LF of 15" RCP; set structures INT #13, #14, #15. Removed a conflicting hydrant near STA ~21+66 LT and portions of old water main during installation.

Mon, July 14: Finished remaining services on Lyon between Wilson & Grant (504 Lyon sanitary 39 LF; 502 Lyon sanitary 35 LF; 502 Lyon water 43 LF). Multiple trench density tests passed. Found a private drain tile at 502 Lyon; owner coordinating a private connection to the new system. Set up temporary water on Grant (filled with chlorinated water). Door hangers delivered for next-day shutdown.
Tue, July 15: Performed cut & cap just east of Grant to abandon the Lyon main (shutdown 8:00–~9:00 a.m.; residents pre-notified). Began 24" RCP storm sewer at ≈STA 22+53, installed 160 LF to ≈STA 20+93; removed an existing hydrant at ≈STA 21+66 LT. Flushed temporary water; Bac-T sampling planned. Progress meeting held; City considering a ~15' curb/asphalt extension at the end of Wilson Circle per owner request.
Wed, July 16: After ~0.4" of overnight rain, installed 144 LF of 24" RCP to ≈STA 19+49; careful utility exposure near a PED at ≈STA 20+60 LT. Capped an abandoned sewer service at 506 Lyon. Bac-T samples taken. Grading crew planning curb & gutter prep.
Thu, July 17: Two crews. Grading crew prepped base course on Lyon (Wilson → Eisenhower) and Wilson south of Lyon; extended project limits ~15' at the end of Wilson Circle (City-approved) to finish curb/gutter at property lines; marked added sawcuts. Utility crew installed 171 LF of 24" RCP (INT #13 set; INT #15 set at ≈STA 18+42, shifted ~1' east), plus 31 LF of 15" RCP lateral and INT #14; structure lids oriented correctly. Bac-T passed for temp water. Look-ahead: start cutting Lyon (Grant → Wilson) to subgrade.
Fri, July 18: Began subgrade cuts on Lyon (Grant → Wilson); hauled excess to the City’s designated site. Prepped driveways and sawcut clean edges at 605 & 603 Lyon; 100, 105, 106 Wilson. City texted residents: concrete work to begin Monday at 6:00 a.m. (driveway access restricted during cure). Light evening rain.

At a glance
Service work continued on Lyon St. (Wilson → Grant) and nearby addresses: crews installed ≈304 LF of 4" PVC sanitary and ≈302 LF of 1" poly water services this week.
Addresses completed included 500–508 & 512 Lyon and 101 Wilson; two previously televised sags at 108 & 110 Wilson were excavated and corrected.
Quality & coordination: tracer wire and ground rods installed with new services; bedding compacted; slopes/depths verified. Hand-digging protected fiber near 508 Lyon; a private contractor’s bore at 504 Lyon was repaired; access arranged for a mobility-limited resident at 502 Lyon.
Roadway work: Asphalt milling completed on portions of Lyon St. and Grant St.; millings hauled to the City’s designated site.

Daily summary
Mon, July 7: Installed services at 507 Lyon (sewer 33 LF), 505 Lyon (sewer 33 LF & water 23 LF), and 506 Lyon (sewer 33 LF & water 43 LF); tracer wire placed; bedding consolidated with a plate packer. Homeowner at 506 had private contractor install interior piping; the old service will be capped at the wye after tie-in. ~0.5" evening rain; density check to be taken at these backfill locations when testing crew returns.
Tue, July 8: Installed 508 Lyon (sewer 35 LF & water 38 LF) and 507 Lyon (water 23 LF). Hand-dug around fiber; connected 508’s water ~5' short of ROW to preserve a large tree’s roots at the owner’s request.
Wed, July 9: Installed 101 Wilson (2nd sanitary, 33 LF) and 503 Lyon (sewer 35 LF & water 23 LF); tracer wire and ground rods at ROW. Team coordinated driveway access for the 502 Lyon resident returning from the hospital.
